Security personnel stationed at the National Cement Company, a subsidiary of the Devki Group, were discovered carrying a loaded firearm, as confirmed by police officers who were present with the minister at the scene.
Authorities revealed that illegal mining activities were ongoing on the premises, which prompted the minister’s visit for inspection.
In a video shared on X on Thursday, June 20, Phiona Nyamutoro can be heard questioning the guards’ justification for being armed and ready to shoot.
According to reports, the guards were acting on orders to prevent unauthorized access, leading to their disarmament and detention after Nyamutoro called on the police to arrest the company’s directors and requested increased security presence in the area.
Minister Phiona Nyamutoro has been traveling across the country, engaging in consultations with local government leaders and stakeholders regarding artisanal mining regulations.
